President

C.J. Cavin is a licensed Oklahoma attorney and a credentialed and experienced parliamentarian.

C.J. serves as the Chief Parliamentarian for the Oklahoma House of Representatives, assisting 101 Representatives and professional staff process legislation. Additionally, he advises the Presiding Officer during the daily sessions of the legislature and addresses conflicts that arise during deliberations.

C.J. is a Certified Professional Parliamentarian-Teacher through the American Institute of Parliamentarians (AIP) and a Professional Registered Parliamentarian through the National Association of Parliamentarians (NAP). C.J. is widely recognized as a leader in virtual meetings – not just best practices as a parliamentarian but also the necessary requirements that organizations must consider for their next virtual meeting.

He serves as the NAP Parliamentarian, the former Chair of the NAP Commission on Credentialing, the former AIP Parliamentarian, the President for the American College of Parliamentary Lawyers, and president of the Oklahoma State Association of Parliamentarians. He also served on the authorship team for the American Institute of Parliamentarians Standard Code, Second Edition.

Lucy Hicks Anderson is an experienced parliamentarian with credentials earned from the American Institute of Parliamentarians (AIP) and the National Association of Parliamentarians (NAP).  She is a licensed attorney in Texas and a member of Texas Bar College.

Lucy is District 6 Director of (NAP) and a member of the NAP Board of Directors.    She is a former Chair of the NAP Ethics Committee and a past president of the Texas State Association of Parliamentarians.

She is a member of the authorship team of the recently released 2nd edition of AIP Standard Code, the popular parliamentary authority widely used by medical and dental associations. Lucy served as Chair of the Bylaws Committee of AIP from 2021-2023. She holds the AIP credential, Certified Parliamentarian-Teacher, (CP-T).

She has conducted numerous parliamentary workshops and presentations and has mentored students in the study of parliamentary procedure for completion of both the NAP membership exam, the NAP Registered Parliamentarian (RP) exam, and the NAP Professional Registered Parliamentarian (PRP) exam.

Lucy has a master’s degree in organic chemistry and an MBA. She worked in the petrochemical industry for many years in various capacities. In 2012 she attained the J.D. degree from Texas Southern University in Houston, Texas.

Jennifer Freund, LL.B, PRP

Jennifer Freund is an Alberta lawyer and Professional Registered Parliamentarian.

She has spent her legal career as in-house counsel working for non-profit, regulatory and quasi-governmental boards. She has been Policy, Governance and In-House Counsel, as well as Executive Director, for the organizations for which she has worked. Through this she has gained extensive knowledge in governance best practices. She holds a number of relevant certifications, including Professional Management, and designations, including Accredited Director (Acc.Dir.), Certified Association Executive (CAE), and Certified In-House Counsel Canada (CIC.C). She has a thorough understanding of both sides of the board table.

In addition to her governance knowledge and experience, she specializes in policy and legislative drafting and analysis, as well as drafting and review of governance documents. She believes in clear writing that leads to effective outcomes and is a member of Clarity International, an organization that promotes plain language in legal writing and design.

As a Professional Registered Parliamentarian, accredited by the National Association of Parliamentarians, she primarily works with regulatory bodies, supporting their governance practices and Annual General Meetings. She has served on the executive of the Alberta Association of Parliamentarians for eight years, and currently serves as its President.

Johnine is the principal of the Law Offices of Johnine Clark, P.A., founded in 1997, located in Greenbelt, Maryland.  The law firm’s primary practice areas are family law and estate planning.  As an attorney with over thirty years of experience Johnine has represented the firm’s clients in administrative appeals, and both federal and state courts.

The firm from its’ inception has always sought to provide quality legal services, coupled with excellent responsive customer service.  Johnine was recently elected to the Friends of the Greenbelt Museum Board of Directors, and she is spearheading a $1,000,000 fundraising campaign for building expansion and renovation.  Johnine was recently appointed to both the Maryland State Bar Association’s Solo and Small Firm Council, and Fee Dispute Resolution Committee.

Johnine graduated from Iona College in 1984, with a degree in Political Science, prior to receiving her Juris Doctor from Georgetown University Law Center.

Since becoming a Professional Registered Parliamentarian in 2019, Johnine has been a member of the Sartwell-Tunstall Unit, Registered Parliamentarian Unit, District of Columbia Association of Parliamentarians, Maryland Association of Parliamentarians, and the National Association of Parliamentarians.

As a member of Sartwell-Tunstall Johnine has been a member of the Nominations Committee and as well as Secretary for the Unit.  As Secretary Johnine was able to implement a monthly Newsletter, and maintain accurate records on behalf of the Unit, while also being a support to the Unit committees.  Johnine also served as member of the Audit Committee for the Registered Parliamentarians Unit.

Johnine is the current President of DCAP, and as a member Johnine served as a member of the Education and Registration Committee, under the leadership of Chairman, Ferial S. Bishop.  The Committee presented Basic Parliamentary Procedure and Encore presentations, that received positive feedback, from the over 400 participants, as to the overall presentation and knowledge of the presenters.

As a member of NAP, Johnine was appointed by Immediate Past President Darlene T. Allen to the Minutes Review Committee.
Johnine is the immediate past Parliamentarian for Rho Mu Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated and provides parliamentary opinions to individuals, and organizations on a regular basis.
